About Us

Peg Consulting is led by Managing Partners Ingrid Haythorpe and Tahnya Donaghy. Together they have over 30 years of working in, or with, governments at the senior executive level. They use this expertise to deliver consultancy services to multiple government agencies and companies around the country. Their expertise draws on a deep understanding how government works, blended with a laser focus on delivery, results and value for money.

INGRID HAYTHORPE

MANAGING PARTNER

Ingrid has led Peg Consulting projects for the Victorian, ACT, NT and South Australian governments. This has included reviews of whistleblower legislation, lands title legislative, regulatory reviews, justice system projects, women in leadership policy, and governance reforms. In 2020-21 she supported Victorian and South Australian senior executive health teams in their response to COVID-19. In 2022 she performed the Establishment Co-CEO role for Victoria 2026 Office of the Commonwealth Games.

Ingrid’s past roles in the South Australian Government include Chief Executive  of the Attorney-General's Department and senior executive positions in SA Health, the Department of Human Services and the Department of the Premier and Cabinet. She has led teams of legislators, policy developers, regulators, corporate services, and grant-makers.

Dr TAHNYA DONAGHY

MANAGING PARTNER

Tahnya has led Peg Consulting reform projects and legislative and policy reviews for the Victorian, ACT, NT and South Australian governments. She has led the provision of strategic advice on data sharing legislation, machinery of government changes and agency reforms and establishment. She has designed and delivered multiple workshops focused on reform and performance in government agencies. She has worked with companies to establish their government relation strategies. In 2020-21 she supported Victorian and South Australian senior executive health teams in their response to COVID-19. Together with Ingrid, Tahnya was the Establishment Co-CEO for the Victoria 2026 Office of Commonwealth Games, where she took the organisation from start-up to a delivery organisation.

Tahnya's has held senior executive roles the South Australian government’s Department of the Premier and Cabinet, SA Health, Department of Families and Communities and the Department for Further Education, Employment, Science and Technology.

AINSLIE O'CONNOR

ASSOCIATE

Ainslie is a highly skilled  professional, having worked as a senior executive in the Victorian and South Australian Departments of the Premier and Cabinet and the South Australian Attorney-General’s Department. Ainslie is a natural strategic thinker with strong analytical and policy design skills, she is experienced at providing strategic advice at the most senior levels of government. Ainslie is well versed in how governments operate and very comfortable navigating the legislative, policy and organisational environment of any government agency. She has extensive experience leading policy reform, complex and sensitive stakeholder engagement and developing response strategies during crises.
